Mobile Food Vendor License Information

Per Village Ordinance 20-18, all mobile food vendors wishing to operate on public roadways/property must follow the applicable regulations and submit all required application materials to receive a license to operate in the Village of Hampshire. Note that these regulations are currently not enforced for mobile food vendors operating solely on private property.

Summary of Regulations

All trucks must obtain a license to operate in the Village.
$250 licensing fee ($50 for ice cream trucks) due at the time of license pick-up.
No truck may operate within 150 ft of the main entrance of any restaurant.
Trucks may only operate between 7 AM and 10 PM.
Trucks may only operate on 1 specified day per week (does not apply to ice cream trucks).
Mobile Vendor Licenses are valid for one year from the approval date.
A valid license must be posted in plain sight on the truck.
All trucks must include the Village of Hampshire as an additional insured with:
- At least $300,000 per person and $1 million per occurrence for personal injuries
- At least $100,000 for property damage
Truck operators must comply with all additional ordinances and laws, including paying all applicable taxes.
Certain requirements may be waived by the Village Manager for special events (e.g., Coon Creek Days). However, a license must still be obtained, and all taxes must still be paid.

Application Process

The applicant must complete the online Mobile Vendor License Application (see below) and submit with it proof of insurance as described in Ordinance 20-18. Once submitted, staff will process the application and may contact the applicant to gather more information. Once the application is approved, a license will be issued, and the Village Clerk will notify the applicant that it is ready to be picked up at Village Hall. A $250 license fee will be due at the time of pick-up ($50 for ice cream trucks).

I have read and understood Ordinance 20-18, “Regulation of Mobile Food Vendors.” I understand that this application is not itself approval to operate in the Village of Hampshire and that I must obtain a license as described in the Mobile Food Vendor License Packet, including paying a $250 permit fee at the time of pick-up ($50 for ice cream trucks). I also understand that obtaining a Mobile Food Vendor License does not exempt truck operators from obeying all traffic laws and all other ordinances and laws, including submitting a Places for Eating Tax Return.
