The Planning and Zoning Commission (PZC) is the Village's zoning authority tasked with hearing and deciding appeals from an administrative order, requirement, or determination made by the Zoning Administrator. Additionally, the PZC is an advisory board to the Village Board of Trustees regarding applications for variances, special use, rezoning, and zoning code/map amendments to the Village's zoning regulations. Upon reviewing such an application and holding a public hearing, the PZC reports findings and gives recommendations to the Village Board.

The Planning and Zoning Commission is also responsible for interpreting the Village’s development goals and objectives and making recommendations to the Village Board concerning land use and land development. To that end, the PZC's powers and duties also include preparing and updating the Village's comprehensive land use plan and reviewing planned developments and subdivisions.

Membership

The Village President, with consent of the Board of Trustees, appoints 7 commissioners to the PZC, one of whom serves as chair, each for a 5-year term.

As public officers, commissioners must be residents of the Village by statute.

Meetings

All meetings are held on the 2nd and 4th Monday of each month as needed at Village Hall, located at 234 South State Street in Hampshire. Meetings normally start at 7:00 pm. In order for a petition for zoning relief or subdivision to be heard by the Planning and Zoning Commission, a completed zoning review application must be delivered to the Village Clerk no less than twenty-one (21) days prior to all scheduled meetings to ensure adequate time for mandatory public notice periods and to give staff adequate time to review if needed. Note that more complex petitions may require additional lead time.

Note that the above paragraph applies only to those submitting a petition for zoning relief or subdivision to the Planning and Zoning Commission. Public comments may be made in-person at a meeting without prior notice to the Village. Additionally, public comments may be made via a remote meeting link. A request for a remote meeting link should be made to the Village Clerk in writing no later than noon (12pm) the day of the meeting. The Commission will allow each person who is properly registered to speak a maximum time of five (5) minutes, provided the Chair may reduce the maximum time to three (3) minutes before public comments begin if more than five (5) persons have registered to speak. Public comment is meant to allow for expression of opinion on, or for inquiry regarding, public affairs but is not meant for debate with the Board or its members. Good order and proper decorum shall always be maintained. Please note that all meetings held via videoconference may be recorded, and all recordings will be made public.
