Passing School Bus-Loading or Unloading
Amends the code to double the fines for violations of the Section regarding approaching, overtaking, and passing school buses. Provides that a first violation of the Section or local ordinance shall be subject to a mandatory fine of $300.00 and a second subsequent violation be subject to a Mandatory fine of $1000.00.

Prohibits Smoking in Motor Vehicle With Minor Present
A person shall not smoke in a motor vehicle containing a person under 18 years, regardless of whether the vehicle is in motion, at rest, or has its windows down.  *Effective June 1, 2020.

Electronic Communication Devices
Amends the code to include that a person may not operate a motor vehicle on a roadway while using an electronic communication device to watch or stream video.

Approaching or Entering a Highway Construction or Maintenance Area or Zone
Amends the code to provide that a driver who fails to obey the instructions of any official traffic-control device shall be fined no less than $100 and no more than $1,000. Increases the penalty for violating the Section regarding use of due caution in approaching or entering a highway construction or maintenance area or zone from a maximum fine of $10,000 to a maximum fine of $25,000.

Operation of Vehicles on Approach of Authorized Emergency Vehicles; (Scott’s Law)

Every driver shall, upon approach of a stationary authorized emergency vehicle giving a signal by displaying flashing lights:

      (1)     Proceed with due caution AND

      (2)    if on a 4-lane highway (or any roadway having not less than 2 lanes proceeding in the same direction as the approaching emergency vehicle) yield the right-of-way by making a lane change (into a lane not adjacent to that of the stopped emergency vehicle -- if possible with due regard to safety and traffic conditions; OR

      (3)     if changing lanes is not possible or safe, then reduce speed.

PENALTY: A person who violates Sub-section (c) of this Section commits a business offense punishable by a fine of not less than $250 or more than $10,000, together with an additional assessment of $250 for the Illinois Scott’s Law Fund; and

SUSPENSION OF DRIVER’S LICENSE:  The Secretary of State shall, upon receiving a record of a judgment entered against a person under this section, suspend the person’s driving privileges.
